Some schools require international applicants to submit a Certification of Finances form (COF Required) before an admission decision can be rendered. This form typically asks applicants to declare their funding source (family, sponsor, or financial aid) and may require supporting bank statements. For these schools, the financial certification form is just a formality. They are not asking you to show money you don't have. They only need documentation to understand your situation. If you cannot pay anything, you simply write $0 or "Not able to contribute" on the certification form. Certificate of Finances ≠ proving you can pay. It's just required paperwork for the visa process later.
