3 Steps to Get Full Scholarships in America (International Students)

If you're dreaming of studying in America on a full scholarship, I'm going to share the exact three-step process I would tell my own younger sibling. These aren't complicated strategies or secret tricks — they're practical steps that thousands of international students have used successfully.

Step 1: Target Schools with Need-Based Full Scholarships#

The first thing you need to understand is that you should be looking for schools that give full scholarships to international students based on their demonstrated financial needs. This is crucial because it means the school gives you a scholarship based on your finances.

What does this mean practically? If you don't come from a family that has lots of money, then the school can give you a full scholarship to attend their university. These aren't merit-only scholarships — they're specifically designed to help students who need financial support.

I've compiled comprehensive lists of universities that offer these opportunities. Check out my guide to 10 American universities offering 100% scholarships to international students in 2026 to get started with specific school names.

Why Need-Based Aid Works Better#

Need-based scholarships often have less competition than pure merit scholarships because:

  • They consider your family's financial situation
  • Schools want to diversify their student body economically
  • Many qualified students don't know these programs exist

Step 2: Apply to At Least 20 Schools#

This is where most students make a critical mistake — they don't apply to enough schools. I tell students they need to apply to at least 20 of these schools that offer full scholarships.

Why 20 schools? Because many of these schools are quite competitive to get into, so you want to maximize your chances of at least attending one of them.

The Common App Advantage#

Here's the great news: many of these universities in America use something called the Common App, and you can apply for up to 20 schools on it. Even better, you can also receive a fee waiver while doing so, meaning that you will not need to pay for your applications.

This makes the process much more manageable:

  • One application for multiple schools
  • No application fees with waivers
  • Streamlined process saves time
  • Higher chances of acceptance

For schools that don't charge application fees at all, check out my list of 10 US universities with 100% scholarships and no application fees.

Step 3: Complete and Submit the CSS Profile#

The third critical step is that you need to fill out the CSS Profile and submit it to every school that you have applied to. This step is absolutely essential and cannot be skipped.

The CSS Profile is how the schools find out how much money you have, and that's what they're going to use in order to determine how much money to give you.

What is the CSS Profile?#

AspectDetails
PurposeFinancial aid application for institutional aid
CostUsually $25 for first school, $16 for additional schools
DeadlineVaries by school, typically January-March
Required InfoFamily income, assets, expenses, tax information

CSS Profile Submission Strategy#

  1. Submit to every school you've applied to
  2. Meet each school's deadline — they vary significantly
  3. Be thorough and honest with financial information
  4. Include all required documentation

The Complete Application Timeline#

Here's how to organize these three steps:

Research Phase (3-4 months before deadlines)#

  • Identify 20+ schools with need-based full scholarships
  • Research their specific requirements and deadlines
  • Create a spreadsheet to track everything

Application Phase (2-3 months before deadlines)#

  • Complete Common App application
  • Request fee waivers where available
  • Submit applications to all target schools

Financial Aid Phase (1-2 months before deadlines)#

  • Complete CSS Profile
  • Submit to every school you've applied to
  • Follow up on missing documents

Additional Resources for Success#

Why This Three-Step Process Works#

These three steps work because they:

  • Target the right opportunities (need-based aid)
  • Maximize your chances (20+ applications)
  • Provide schools with necessary information (CSS Profile)

I've seen this process work for hundreds of students in my community. It's not about having perfect grades or being the most talented student — it's about being strategic and thorough in your approach.

Remember, this process requires dedication and organization, but the payoff — a full scholarship to study in America — is worth every hour you invest.
